China has joined the reusable rocket club, recovering a Long March 10B booster on a sea-based cable-catch frame in the South China Sea, a method no other launch provider has used. Samantha: Welcome to The State of Tech, The European Edition, Wednesday July fifteen, 2026. I'm Samantha Lawrence.
Bob: And I'm Bob Russell. Today: China pulls off its first reusable rocket landing at sea, OpenAI offers Washington a forty-two billion dollar stake, the White House launches a new AI cybersecurity clearinghouse called Gold Eagle, Intel pours nearly six billion dollars into its Irish chip plant, and to close out, two things you can actually use today: the free encrypted messenger SimpleX Chat, and the open-source e-book manager Calibre. Let's start with the rocket.
China joins the reusable rocket club with a first-ever sea-based net recovery of a Long March booster.
Samantha: China has just done something only SpaceX and Blue Origin had managed before. Its state-owned rocket maker recovered a reusable orbital-class booster for the first time, and they did it in a way nobody else has tried. A Long March 10B lifted off from Hainan Island on Friday, and about ten minutes later the booster came back down and guided itself onto a four-legged frame on a ship in the South China Sea. Tensioned cables stretched over the deck in a grid pattern caught the rocket as it shut down its landing engines.
Bob: And that grid catch is the twist. SpaceX lands its Falcon 9 upright on legs, Blue Origin does the same with New Glenn, and with Starship SpaceX uses those giant mechanical arms at the launch tower. China went for something in between: a floating platform with a net-and-cable system that grabs the booster as it settles. The upper stage carried on to orbit and dropped off a payload. Chinese officials called it a complete success, and the foreign ministry spokesperson called it a historic day.
Samantha: The context here matters. Reusable rockets are what turned SpaceX into the dominant launch provider on the planet. Getting a booster back means you fly the same hardware again, which slashes the cost of putting satellites into orbit. Until Friday, only two American companies had cracked this. China joining that club is a serious shift in the global space economy, and doing it with a different landing method suggests they were not just copying homework.
Bob: For Europe, this is uncomfortable reading. The European Space Agency and Arianespace have talked about reusable rockets for years, but flight hardware is still in development. The Ariane 6 launcher, which is Europe's current workhorse, is fully expendable. Meanwhile the US has two reusable systems flying, and now China has one. European ministers have been debating whether to fund a proper reusable programme, and this landing will sharpen that debate considerably. Startups like Germany's Rocket Factory Augsburg and Spain's PLD Space are working on it, but they are years behind. The launch market that European satellite operators depend on is being reshaped without European hardware in the mix.
OpenAI proposes handing the US government a forty-two billion dollar stake in the company.
Samantha: OpenAI has floated a genuinely unusual idea to Washington. The company is proposing to give the US government a five percent equity stake, worth roughly forty-two point six billion dollars based on a recent valuation of eight hundred fifty-two billion. Chief executive Sam Altman pitched it to senior US officials as part of a broader concept: that leading American AI companies should put a chunk of their equity into a public fund, along the lines of the Alaska Permanent Fund, where residents get an annual payout from state oil revenues.
Bob: The timing is telling. OpenAI is reportedly preparing a confidential filing for a stock market listing, and it faces mounting regulatory pressure in the US on everything from safety to copyright to competition. Handing Washington a stake could be read as an insurance policy: give the government skin in the game, and the government becomes less inclined to break you up or slap you with heavy rules. Polling cited alongside the proposal suggests a meaningful share of American workers actually support some form of public ownership in AI firms.
Samantha: For European regulators and policymakers, this raises awkward questions. Brussels has spent years building the AI Act on the premise that governments regulate AI companies at arm's length. If Washington ends up as a shareholder in the biggest AI lab in the world, that changes the dynamic completely. European AI firms like Mistral in France or Aleph Alpha in Germany would be competing not just with private American companies, but with companies partly owned by the US government. That is a different playing field. Expect this to surface in European Council discussions on AI sovereignty and industrial policy in the coming weeks.

The White House launches Gold Eagle to coordinate AI cybersecurity across the US government and private sector.
Bob: The White House has unveiled a new operation called Gold Eagle, and it is designed to change how the US handles cybersecurity vulnerabilities, especially those tied to artificial intelligence. It was set up under a recent executive order from President Trump, and it works as a clearinghouse: a central hub where open-source software groups and companies running critical infrastructure can report flaws and get them patched quickly. The pitch is that AI is now everywhere in critical systems, and the old way of finding and fixing security holes is too slow.
Samantha: What is interesting is how it is meant to work in practice. Instead of every bank, energy grid operator and cloud provider scanning the same code for the same bugs, Gold Eagle centralises the work and uses frontier AI to spot patterns faster. It then pushes prioritised threat intelligence out to federal agencies and to private companies in sectors like finance and energy. Reducing duplicated scanning sounds mundane, but at national scale it is a real efficiency gain, and it means smaller organisations get access to the kind of threat picture only the biggest firms used to have.
Bob: For Europe the parallels are obvious, and so are the gaps. The EU already has ENISA, its cybersecurity agency, and the NIS2 directive requires critical operators to report incidents. But there is nothing quite like Gold Eagle: a single AI-powered clearinghouse pushing patched vulnerabilities across sectors. European industry groups have been asking for tighter coordination for years, especially since AI systems are now embedded in banking and grid operations. Expect calls in Brussels to expand ENISA's remit or build something similar. The risk of not doing so is that European critical infrastructure ends up defended more slowly than American infrastructure against the same threats.
Intel commits nearly six billion dollars to expand its Irish chip plant for AI and data centre processors.
Samantha: Intel is putting five billion euros, roughly five point seven billion dollars, into its site in Leixlip, near Dublin. The money will expand production of the company's Xeon 6 server processors and the next generation of chips built on Intel's latest manufacturing process. That means upgraded cleanrooms, new manufacturing equipment, extended automated transport systems inside the plant, and more research and development. Construction started earlier this year, and Intel says it will create new high-tech jobs in Ireland.
Bob: The Leixlip site is already one of the biggest chip plants in Europe, and this investment doubles down on it as a strategic anchor. Server chips are what power data centres, and data centres are what run the AI boom, so Intel is essentially building capacity to feed that demand from inside the EU. That matters for the European Chips Act, which set a target of doubling Europe's share of global semiconductor production by 2030. Ireland alone will not get Europe there, but keeping Intel's most advanced European fab running at full tilt is a meaningful piece of that puzzle.
Samantha: There is a caveat worth mentioning. Intel has had a rough couple of years financially, and the company has scaled back or delayed other expansion projects, including a much larger fab planned for Germany. So while nearly six billion dollars in Ireland is significant, it is not a return to the megaproject era Europe was hoping for. For Irish workers and the surrounding supply chain, though, this is concrete: new jobs, new equipment orders, and a longer commercial life for a site that has been operating there since the late 1980s.
SimpleX Chat is the encrypted messenger that hides your identity by design, with no phone number required.
Bob: To close out, two things you can actually try today. First one is a messenger called SimpleX Chat. It is free, open-source, and it takes a genuinely different approach to privacy. Most secure messengers like Signal or WhatsApp still need your phone number to identify you. SimpleX does not use identifiers at all. There is no user account, no phone number, no email, not even a random ID number attached to you. You connect with someone by scanning a QR code or clicking a one-time link, and after that, messages route through servers that never see who is talking to whom.
Samantha: That design choice is what makes it interesting. Even the servers relaying your messages cannot build a social graph of who talks to whom, because there is no persistent identity to graph. Users report it feels a bit like the early days of Signal, minimal and clean rather than packed with features. It runs on iPhone, Android, Windows, macOS and Linux, and it handles text, voice and video calls, plus file sharing. Setup takes about two minutes: install the app, create a display name that only your contacts see, and generate an invite link.
Bob: For journalists, lawyers, activists, or anyone who just does not want their contact network mapped by a tech company, this is a serious option worth knowing about. The project is developed by a small team based in the UK, and the code has been through independent security audits. Reviewers praise the metadata protection specifically, since that is often the weak link in supposedly encrypted platforms. It will not replace WhatsApp for your family group chat any time soon, but as a second messenger for sensitive conversations, users say it does exactly what it promises.
Samantha: One practical note: because there is no phone number, you cannot look someone up by name or search a directory. You have to exchange an invite link or QR code the first time. That is a feature, not a bug, but it changes how you think about adding contacts. Send the link over another channel, they scan it, and you are connected. From then on, messages just work.
Calibre is the free open-source e-book manager that turns your reader into an actual library.
Bob: Second one is Calibre. If you have ever bought an e-book, downloaded a PDF for later, or borrowed something from a library app and then lost track of it, Calibre is the answer. It is a free open-source desktop program that manages your entire e-book collection in one place. It runs on Windows, macOS and Linux, and it has been around for years, quietly maintained by a small team led by an Indian-British developer.
Samantha: What it actually does: it imports every e-book you own, tags them with author, genre, and cover, and syncs them to your Kindle, Kobo, or any other reader over USB or wirelessly. It also converts between formats, so an EPUB you got from one shop becomes readable on a device that normally only wants its own format. Users often describe it as the missing library app that manufacturers never built.
Bob: The reason to pick it up today is that Calibre also acts as a news reader. You can set it up to fetch articles from newspapers and magazines every morning, bundle them as an e-book, and send them to your e-reader automatically. Reviewers who commute or read away from screens swear by this workflow: no glowing tablet, just the morning's news on e-ink paper. Setup takes about ten minutes, and once it is running, it does the work in the background every day.
Samantha: For European readers there is an added bonus. Calibre handles books from any language and any store, so the fragmented European e-book market, where French, German, and Dutch shops all use slightly different formats, becomes much less annoying. It is genuinely one of those tools where you install it, wonder why it took you so long, and never look back.
