Samantha: From tomorrow, August second, the European Union's AI Act officially enters its full governance and enforcement phase. The newly established AI Office gains real teeth: it can demand technical documentation from general-purpose AI providers, evaluate models directly, order corrective measures, and issue fines for non-compliance. Alongside that, Brussels is publishing a Cybersecurity and AI Action Plan that coordinates how member states deal with the security risks of advanced AI.

Bob: And this is the moment the industry has been bracing for. Until now, a lot of the AI Act felt like paperwork on the horizon. For European companies operating in the US, that means dealing with fifty different regimes instead of one federal framework.

Bob: The US Federal Communications Commission has banned all future foreign-made mobile robots from the American market. The reasoning is national security: the agency argues advanced robots could collect data on Americans, be remotely commandeered, or create backdoors into critical infrastructure. It's a sweeping move that effectively closes the US market to Chinese humanoid and mobile robotics makers, and reshapes global supply chains for anyone building physical AI.

Samantha: And the Chinese response was fast. Just two days after the ban, Unitree, China's leading humanoid robot maker, confirmed its IPO on Shanghai's STAR Market for next month. The company aims to raise roughly 4.2 billion yuan, about 950 million US dollars, to fund AI research for robots and expand production. It will be the first humanoid robot company listed on mainland China's stock market.

Bob: For Europe, this is the uncomfortable middle position again. European regulators now face pressure to review their own security protocols for imported robotics, especially anything with cameras, microphones, and network connectivity. But Europe doesn't have a domestic humanoid champion at Unitree's scale, and cutting off cheap Chinese hardware could slow adoption in warehouses and elderly care where labour shortages are already biting.

Samantha: The bigger picture is that robotics is following the same trajectory as chips and telecoms equipment. What was once a global market is splitting into blocs. European industry associations argue Brussels needs a coherent robotics strategy, not just security screening, or the continent risks being dependent on either American AI brains or Chinese hardware bodies, with limited leverage over either side.
